Peg Arguimbau Chairman, Keevin Geller, Hank Langstroth, and Stephen Cremer were the members present. Conservation Commission Members, Christine Turnbull, Meredith deCarbonnel, and
Elizabeth McGrath were absent from the meeting.
The Conservation Administrator, Greg Meister, was also present.

7:45 p.m. Update - Cranberry Bogs on Old Post Road:

Peg explained to the Commission that she contacted Fred Bottomley in response to the several inquires she has received as to why the Cranberry Bogs on Old Post Road are flooded. Mr. Bottomley informed Peg that flooding the bogs during the growing season is a management style used for pest and weed control as opposed to using pesticides. Mr. Bottomley is planning to release the water between now and Memorial Day.

7:50 p.m. Signatures:

The Commission signed bills.

8:00 p.m.:  Hearing Continuance - Amended Order of Conditions filed by Sharon CF II, LP, for the proposed modifications to the stormwater management system for the proposed Sharon Commons Lifestyle Center development project under DEP File # SE-280-0490:

The Applicant was absent from the meeting.
The Conservation Administrator explained to the Commission that the Applicant previously contacted the office of the Commission to request a hearing continuance until Tom Houston of Professional Services Corporation completes his Peer Review Report for the proposed development project.
It was the consensus of the Commission to continue the hearing until a date set by the Applicant.

8:20 p.m. Approval of the May 5, 2011 Meeting Minutes:

Peg called for a motion to approve the May 5, 2011 Meeting Minutes as presented.
Hank Langstroth moved. Stephen Cremer seconded. Voted. Unanimous. 4-0-0.

8:30 p.m. RDA Public Hearing filed by Amie Saphire for the proposed 14’ x 16’ addition at Saphire
Manor, 56 Highland Avenue:

David Oberlander appeared before the Commission. Jonathan Saphire was also present.
David Oberlander submitted a proposed plan entitled, “Site Plan for Conservation Commission Filing
& 14’ x 16’ addition at Saphire Manor, 56 Highland Avenue, Sharon, MA.” Dated 4/11/11.
He explained to the Commission that the purpose of the proposed project is to square off the southeast corner of the existing building to acquire additional space in that area. The proposed project will not extend further into the wetland resource areas of the site than the existing back corner of the building.
The buildings on the site were constructed during the 1700s. The proposed project encroaches upon the
100’ Buffer Zone of a wetland resource area located north of the proposed project site as well as the
100’ Buffer Zone of a wooded swamp land located east of the proposed project site.
Jonathan Saphire explained to the Commission that the small generators existing on the proposed project site would be moved slightly to accommodate the proposed addition.

The Commission agreed to approve the Applicant’s proposed project with the following conditions:
  • For the Applicant to contact the Conservation Administrator prior to starting the proposed project.
  • For the Applicant to submit an architectural plan for the proposed project.
  • That the existing gravel pile on the proposed project site be moved back further from the rear corner of the parking lot area of the site.
Peg called for a motion to close the hearing and to issue a Negative Determination to the Applicant per submitted plan with the conditions as discussed.
Hank Langstroth moved. Keevin Geller seconded. Voted. Unanimous. 4-0-0.

8:40 p.m.: Old/New Business:

No Quorum at this point as Keevin Geller recused himself from the following hearing because he is the Applicant to the proposed project.
The Commission’s Review of the Three-Year Extension Permit Request for the Erosion Control Project
at 216 N. Main Street for the Order of Conditions issued under DEP File #SE-280-0509:   

Keevin Geller explained to the Commission that he is requesting a three-year Extension Permit for the
Order of Conditions issued under DEP File #SE-280-0509 to redo a portion of the completed repair work to the dam associated with Saw Mill Pond that has been washed out due to heavy rain. He explained that a three-year extension would allow him to proceed with his proposed project as his financial situation allows.
The Commission members in attendance agreed to take official action concerning the matter once a quorum is attained.
